Facility Planning Engineer

To assist and to advise the Senior Engineer and the Division Superintendent of the Facility Planning Division to meet the short, medium and long term objectives. Participates in the planning of major capital projects in dealing with long-term or conceptual study/design on production related facilities as well as case studies and scenarios planning on individual facility in order to evaluate the feasibility and economics of such studies and designs

• Policies, Processes and Procedures

  • Applies approved section policies, processes, and procedures and monitors adherence so that work is carried out in a controlled manner
  • Prepares, reviews and revises facility planning guidelines and procedures

• Day- to-day operations

  • Applies the day-to-day operations assigned for the ESD Department to ensure compliance with the established standards and procedures

• Feasibility Studies

  • Addresses facilities issues in areas assigned by the Senior Engineer or Superintendent, case studies and scenarios examines and suggests long-term or conceptual study/design for future improved operation and performance as well as case studies on individual facilities in order to evaluate the feasibility and economics of such studies and designs.

• Project Management

  • Prepares Design Basis Scoping Paper (DBSP) for individual new major Capital projects to clearly define "What is to be built" or reviews DBSP prepared by Engineers in his team for projects exceeding $ 2 million (specified limit)
  • Develops the Basis of Design for Capital Projects (DBSP)
  • Offers technical / non-technical advice in his special area of expertise in order to improve engineering design or productivity for projects
  • Reviews engineering milestones of FEED Design in order to ensure the project is aligned with DBSP and to make a positive contribution to FEED

• Engineering and Facilities Planning Plans

  • Conducts benchmarking exercises with other good role model Companies to collect data on best practices for engineering and facilities planning and design plans.

• Process Models

  • Prepares, constructs, and reviews process models of HYSYS and PIPESIM prepared by engineers to evaluate the technical soundness of design

• Continuous Improvement

  • Collates and reviews new technology, operating procedures and advances in systems and philosophies via Scientific & Professional Journals, Publications, Seminars and Exhibitions and advises the Division Superintendent on adoption of the same, in order to improve productivity, reduce cost or improve quality in operating efficiencies

• Budgets and Plans

  • Provides input to the preparation of budgets and plans for Facilities Planning Division

• Reporting

  • Assists in the preparation of timely and accurate reports for section in order to meet Company and section requirements, policies and standards

• Safety, Health & Environment

  • Complies with all relevant safety, health and environmental procedures to ensure a healthy and safe work environment

• Related Assignments

  • Performs other related duties or assignments as directed

Education

• Bachelor's degree in chemical engineering
