Cost & Financial Analysis Engineer

To perform a variety of cost engineering and cost estimation functions for on-going projects, contracts, in order to forecast capital expenditure. Analyses the contract terms and technical scope requests for various projects to develop realistic cost estimates.

Skills

• Policies, Processes and Procedures

  • Applies approved section policies, processes, and procedures and monitors adherence so that work is carried out in a controlled manner

• Day- to-day operations

  • Applies the day-to-day operations assigned for the ESD department to ensure compliance with the established standards and procedures

• Project Management

  • Performs a variety of cost engineering functions encompassing estimation of capital expenditure budget preparations, forecasting and cost reporting for various projects
  • Performs and ensures an effective cost estimation function for ongoing projects
  • Prepares, reviews, monitors, analyses and reports all cost data for projects associated with capital expenditure program
  • Applies all standard software in cost evaluation of the projects
  • Supports other departments e.g. PCD for cost estimates and verification of capital projects
  • Reviews, creates, and updates guidelines relevant to cost estimation job to ensure accuracy and planning.

• Budgets and Plans

  • Prepares and monitors Baseline budgets, Baseline Progress Curves, cash-flow and forecasts in order to forecast the future year
  • Reviews contractors, material take-off and budgetary estimates for various project proposals and for department budget forecasts.

• Engineering Work orders

  • Support Superintendent in developing Engineering work orders / Service orders with in-house cost estimates to evaluate the bids by GES Contractors
  • Estimates and forecasts, based on a good understanding of the contract terms, capital expenditure in accordance with cost estimation guidelines

• Reporting

  • Prepares section reports in a timely and accurate manner to meet Company and section requirements, policies and standards
  • Prepares and monitors Earned Value Progress and Performance report

• Safety, Health & Environment

  • Complies with all relevant safety, health and environmental procedures to ensure a healthy and safe work environment

• Related Assignments

  • Performs other related duties or assignments as directed

Education

• Bachelor degree in Chemical Engineering
