The Facility Operations Manager is responsible for leading, managing, and optimizing the full spectrum of facilities and infrastructure operations across Energy City Development Company’s portfolio. This role ensures that all buildings, utilities, and support services operate safely, reliably, efficiently, and in full compliance with Saudi regulations and international FM standards.

The position plays a pivotal role in transitioning newly developed assets into steady-state operations, overseeing outsourced FM service providers, ensuring operational readiness, and maintaining high levels of tenant satisfaction. The Facility Operations Manager drives lifecycle asset performance, sustainability initiatives, cost efficiency, and continuous improvement across all operational domains.

This leadership role requires strong technical expertise, commercial acumen, stakeholder management capability, and the ability to operate within complex master-planned environments.

🔷 Key Responsibilities

A. Facilities Operations & Service Delivery

• Ensure uninterrupted, safe, and efficient operation of all facilities and infrastructure assets.
• Oversee hard and soft FM services, ensuring compliance with SLAs, KPIs, and statutory requirements.
• Lead preventive and corrective maintenance programs for MEP systems, building fabric, utilities, and infrastructure.
• Monitor asset performance, identify operational risks, and implement corrective actions.
• Ensure optimal functioning of power, water, HVAC, ICT, ELV, BMS, and other critical systems.

B. Contract & Service Provider Management

• Manage outsourced FM contracts, vendors, and service providers.
• Conduct performance reviews, KPI monitoring, and service improvement initiatives.
• Enforce contractual compliance, including penalties, variations, and service credits.
• Support procurement activities: tendering, technical evaluation, negotiation, and mobilization.
• Ensure service providers deliver value-for-money and operational excellence.

C. Health, Safety, Security & Compliance

• Ensure full compliance with Saudi laws, regulations, and authority requirements (including MODON).
• Maintain readiness for inspections, audits, and regulatory reviews.
• Implement and monitor EHS&S policies, risk assessments, and emergency preparedness plans.
• Oversee incident reporting, investigation, root-cause analysis, and corrective actions.
• Promote a strong safety culture across all operations.

D. Asset Lifecycle & Operational Readiness

• Lead operational readiness and handover processes from construction to operations.
• Validate O&M manuals, warranties, as-built drawings, and asset registers.
• Implement lifecycle planning, condition assessments, and asset replacement strategies.
• Drive continuous improvement in asset reliability, sustainability, and performance.
• Ensure digital asset management tools and CMMS systems are fully utilized.

E. Financial & Budget Management

• Prepare and manage annual operating budgets for facilities operations.
• Monitor expenditure, control costs, and identify efficiency opportunities.
• Support business planning, cost forecasting, and financial reporting.
• Implement value-engineering initiatives to optimize operational costs.

F. Stakeholder & Tenant Management

• Serve as the primary point of contact for operational issues affecting tenants and stakeholders.
• Ensure high levels of customer satisfaction through proactive communication and service delivery.
• Support tenant fit-out coordination, operational approvals, and compliance with building regulations.
• Maintain strong relationships with internal teams, authorities, and external partners.

G. Sustainability & Continuous Improvement

• Support sustainability, energy efficiency, and environmental initiatives.
• Monitor utilities consumption and implement optimization measures.
• Promote innovation, digital tools, and smart FM solutions.
• Drive continuous improvement across all operational processes.

🔷 Job Requirements

A. Education

• Bachelor’s degree in Mechanical, Electrical, Civil, Architectural Engineering, Building Services Engineering, Facilities Management, or related discipline.
• Master’s degree or MBA is preferred.

B. Experience

• Minimum 10 years of experience in facilities or asset operations.
• Proven experience managing large, complex developments or master-planned portfolios.
• Strong exposure to:
  • Master-planned developments
  • Utilities and infrastructure operations
  • Outsourced FM service models
  • Lifecycle asset management
  • Operational readiness and commissioning

C. Language

• Excellent command of English and Arabic (spoken and written).
